This equipment has a  boost on  Resources Production the caption need to be in the city to get the boost. and boost on  Construction and Research speed like the troops training it need to be on before you start. she one of the captain that should only be use in battle when you trying to level her up and the best time to do that is take her out on the swam with some stronger battle captain, put full battle equipment on all 3 captain.
